As cuts of early ’90s started, we set out to streamline, simplify, and re-engineer processes that had high inherent costs or broad-scale impacts.

We used these measures.

First five are measures of process complexity.

Measures 3 and 6 pertain to accountability features. Generally, consolidating tasks -- as long as internal control is not compromised -- and making them simpler, faster, and more transparent improves control.

We view training time as symptomatic of process over-complexity.

Cycle time is a good overall measure.
